The Harford Road Median Project

The long awaited Harford Road Streetscape Project is currently under way.

Pertinent details about the project are:

  • Contractor: M. Luis Construction Co., Inc., offices in Baltimore and Clinton, Maryland. M. Luis has been doing Transportation Contracts for a number of years including Streetscape, Resurfacing, Alley and Footway Contracts. M. Luis was the general contractor for the Fayette Street Rehabilitation Contract (streetscape) recently completed for the Department of Transportation.
  • Cost: $6m+
  • Length: 500 days, or 16 months
  • Scope: Argonne Drive to Bayonne
  • Project to Include: Roadway repair; New concrete and brick sidewalks; ADA compliant crosswalks; stamped concrete pedestrian walkways across Harford Road; Replacement of 25 concrete bus pads (currently existing); Traffic signal re-construction; 550lb retaining wall at Argonne; Storm drain improvements; 220+ new trees; Median strip with landscaping.

The project extends along Harford Road from Argonne/Parkside north to Bayonne Avenue.

This project has been in the works since 1997, when the Master Plan for Harford Road was developed. The plan recommended that a median be installed to help "green" the corridor, allow for more efficient vehicular access and safer pedestrian access, and provide a new, positive image for the Lauraville Business District.

NOGLI convened a steering committee in January 2002 to review the Transportation Department's median plans and provide valuable input into the design process. The resulting plan was presented to the community in February 2003, and Transportation has been moving forward since then.
